The four phases – Signal, Explore, Govern and Evolve – form a continuous flow.

- Explore turns intent into clear, governable, agent-ready work. We validate assumptions, shape specifications, and set up the conditions for safe, predictable delivery.
- Govern is where AI agents handle more of the build and test, while engineers orchestrate: reviewing change, enforcing standards and using automated checks embedded in the pipeline. Agents do; people govern.
- Evolve uses AI to monitor live performance against business and functional KPIs, spot anomalies and recommend improvements. Those improvements become new signals, and the cycle continues.

How does this approach differ from traditional delivery models?
