Transforming Public Services with Slovenia’s Ministry of Digital Transformation

Challenge
Slovenia’s Ministry of Digital Transformation (MDT) required a new, unified, scalable solution that could handle electronic inquiries across public and private institutions. It needs to be modern, interoperable and compliant with stringent security regulations while enhancing efficiency and transparency.
Outcome
We delivered an asynchronous module and security scheme as the foundation of an interoperability platform, enabling secure, efficient data exchange. Solutions in email and appointment booking improved service delivery and user experience across public and private sectors.
Slovenia’s Ministry of Digital Transformation set out to modernise its public services with scalable, secure solutions that would enable seamless interactions between citizens, businesses and government. With ambitious goals for efficiency, interoperability and user experience, the ministry partnered with us to design and implement innovative digital systems supporting secure data exchange, mail delivery and appointment booking.

Driving efficiency with an asynchronous module
Our collaboration began by helping the ministry to introduce an asynchronous module product – a unified system for validating electronic inquiries within public administration.
The eSociala social support inquiry system and the financial administration system both act as data consumers, sending electronic inquiries to data sources like banks, asset management firms, and pension and housing funds. Since these sources cannot provide synchronous responses, they require asynchronous response entries on their end.
Alongside this, we developed a complementary security scheme product that offers a multi-level system for authentication and authorisation.
Our solutions helped to:
- reduce the possibility of errors and fraud
- increase cost savings due to strategic management and simplified processes
- integrate 1,000+ organisations into the scheme with single unified service
- enable the performance of over 100,000 transactions per day

Enhancing digital document and mail delivery
In Slovenia, various legal frameworks regulate the operations of public authorities, including the electronic delivery of documents produced in procedures involving citizens and businesses.
The state has mandated that, for administrative procedures, electronic document delivery is managed through the Central Electronic Delivery System (SI-CeV), established in accordance with the General Administrative Procedure Act. The Ministry of Digital Transformation is responsible for operating this system.
To achieve this goal, the ministry selected Endava through a public tender. We successfully implemented the solution in 2020, based on technical specifications and legal requirements.
The SI-CeV system enables the secure electronic delivery of various documents between public sector institutions and end users, as well as among public sector institutions themselves, in compliance with applicable legislation governing administrative procedures, judicial processes and other legal areas. The system's users include citizens, businesses and public sector institutions.

Additionally, citizens and businesses can use their secure electronic mailboxes, which they may have set up with commercial providers for other purposes.
Recently, in accordance with legal requirements for administrative procedures, SI-CeV has expanded its services beyond secure electronic mailboxes to include delivery to regular email inboxes, with options for notification with or without acknowledgment of receipt. It has also been integrated into the court electronic delivery system, allowing government bodies to receive court-issued documents in the same secure electronic mailbox used for administrative procedures.
Now, more than 380 government institutions use the SI-CeV system and it has processed over 300,000 electronic deliveries, saving public authorities more than €1 million.

Improving access to appointments
The Ministry of Digital Transformation sought ways to provide customers with a quick, secure, and user-friendly platform to schedule physical appointments with administrative units.
We helped to develop a modern online portal that provides customers with an e-booking solution. This supports citizens with scheduling physical appointments at administrative units while empowering organisations to efficiently oversee and manage appointments.
This project not only enabled the ministry to provide citizens with a streamlined process for scheduling appointments for a wide range of services but also added additional features like automatic appointment reminders, email and SMS notifications and a hassle-free log-in experience.
The platform also provided several benefits to the organisation, including:
- efficient review and processing of appointment reservations
- flexible scheduling and exception handling of absences and holidays
- administrative control
- reporting for tracking and management
